“Hopeless Hancock”

Cummings does not need to be dragged into court. He is out in the open and on the internet making allegations about Hancock and Johnson.
He has no parliamentary privilege so anybody who he is lying about is quite at ease to sue.
But the response from Downing Street is not to deny what Cummings is saying, but to assert that the public is not interested.

Not quite what is getting at. In the parliamentary hearing Cummings was asked to provide evidence and he didn't and is now releasing snippets for his own agenda. He can do that due to parliamentary priveledge

Cummings can only get parliamentary privilege when he makes statements or provides evidence to a select committee. He has no privilege applied to him when he publishes outside parliament what he claims to be evidence. His privilege exists only if he hands the information over as evidence to the Parliamentary committee AND they accept it as evidence.
 
The whole cabinet was selected on the basis that they would toe the party line, literally, hence they are nicknamed 'the nodding dogs', by the tory backbenchers.

No danger of speaking truth to power amongst that lot.
