You can't. You get an Oyster 60+ Pass. A Freedom Pass is only available when you reach state retirement age or are disabled. And it's available on lines as specified, not those 'within the M25'. The M25 is a road that was constructed mainly in the 1980s and has no function or relevance as a boundary whatsoever. With an Oyster 60+ pass you can sometimes go beyond the M25 and sometimes not depending on the route. Also, it is not valid at all times of day with a 9:00 or 9:30 cut-off on weekdays depending on the form of transport or line you are using.At 60 if you live in London you can get a Freedom Pass. The Freedom pass gives free travel on all buses, trains and tubes within the M25. It would around £2,500 a year to purchase. It an example of how some London residents are subsidised.
