I think you’re right. Just went on TFL site and it says not. Oyster cards for kids is the solution.

Just make sure you have an individual card payment method, for each family member, or I imagine you’d be turned away by the bus driver. (Debit card or Oyster). You can only buy individual journey tickets at stations, not on the bus, and you’ll soon tire of missing buses trying to find a ticket...
