As much as I'd love to see 80,000 people at Wembley watching international football the government, on the advice of SAGE will simply not allow it, so why would they also allow spreading the tournament around the full country?

Keep the entry for those in the surrounding areas of the stadiums. Then if there is an outbreak it's localised and easily stomped out.

Great idea.Free tickets to local schools only. Skeleton support staff. No dignitaries, hangers-on etc. The press can watch it on the telly (terrestial), like the rest of us.
I doubt some of these would be selected considering the lockdown ruling for outdoor venues is a maximum of 10,000 people in 40,000 (minimum) venues and just 4,000 for those under. If they want the maximum attendances allowed, Riverside, Falmer, etc. will probably be overlooked.Wembley Stadium London

However, Euro 96 was not an overwhelming success was it? No one can blame the hosts for the poor standard of football on the pitch, but they can blame the 10k empty seats at most matches.
I've no idea how '66 is regarded from an organisational view and it was a very different time and 11 years before I was born. However, we did let the trophy be stolen, move one fixture due to greyhound racing and change another venue due to Newcastle not being ready. As I say, ancient history, but also not a proud record, and I've not heard of similar happening since.
As for your other point, France, Spain and Italy have only held it once each since '66, so it's not like we've somehow missed our turn. You could make a point about Germany, though technically and politicly West Germany and Germany are not the same.
There was a strong case for Russia in 2018 even though I'd have liked it to come to England. However, I suspect backhanders rather than vendettas played more of a part.

Euro 96 broke records for the highest average attendances for a Euro tournament. It’s still the second highest for total and average attendances. I can’t speak for others but I thought it was a highly successful and enjoyable tournament.
