Dithered is probably an understatement. He had two articles prepared to go to print. One of them saying how great the EU was the other saying ‘take back control’.
He saw which way the wind was blowing and acted accordingly.

Yep. It's always been about becoming PM for Boris. At any cost. He saw an opportunity and took it.

He's now living out his fantasy. A fantasy that didn't involve working hard or making difficult decisions. In his mind he saw big speeches and grand gestures while strutting around like a modern day Churchill.

How inconvenient for him that coronavirus came along with the requirement to do some real leadership without any glamour attached to it. Hard decisions and difficult messages. Not what he envisaged at all. Although he's done his best to avoid it and leave it all to Dom.

I’m led to believe his reasoning was even more base than that and he was simply waiting for a donation to be credited into the leave campaign coffers and a promise of ‘position’ from certain other members of the Brexit team, he was courted by Cummings and co which appealed to his sense of vanity, he has no real conviction on Brexit or leaving the EU and that lack of strong belief has led to the situation where Johnson is nothing really beyond a figurehead, a role he’s happy to play, of a partly Russian funded anti-EU cartel.

Not in anyway a criticism of those that voted Brexit but a critique of the Prime Minister and his focus being ambition rather than conviction.
