I wonder why they are legalising rental ones but not private ones? Probably because they can control speeds/modifications easier?

From what I've read poor road surface and crap in the roads is as big an issue due to the small wheel diameter and an inability to ride over anything.
Most of them have lights. As visible as a bicycle I would have thought.I've seen them used when abroad but usually in pedestrian areas and on pavements. Will they be easily visible is the big question.
