It was a terrible challenge he didn't need to make. That type of challenge simply doesn't happen all the time and when it does it is always commented on.
The player should have shown concern and some regret. So should Mowbray.

Even if he had hit the chest and not the eye, it should still have been a red card and a penalty. You can't go in with feet at head height, and he had his studs up as well. Clearly, as that is what caused the cuts to Fry's eye. He wasn't even going to kick it in a conventional manner, he's gone and lunged with his studs... it was a bizarre incident. And the bottom line is that it is dangerous play.
