With Ineos it's a mixture of things. I believe Froome (understandably) and Geraint are behind where they would like to be (Bernal is happy enough with his form), but they are both experienced enough to know how to arrive at the Tour in good form, but not top form - that will come during the race. I don't think they are actually bluffing, they just know that this race, and particularly under the strange circumstances of this season, is not really important to win. It's the Tour or bust. LJV on the other hand want to gain a psychological advantage to prove to Ineos (and themselves perhaps) that they are top dogs. The question is, are they overdoing it in order to prove that point? The answer will probably come in the 3rd week of the Tour.
