It's not rocket science is it?They seem to choose the venues based on the teams playing in the competitions which is just stupid. It's a final so of course teams will have plenty of fans that wat to go. These aren't small teams with no fans. In England we use Wembley for all the playoff finals, even the National League and even for the smaller competitions like the FA trophy and the FA Vase. The should always choose the biggest possible stadium or at least a stadium as big as the biggest stadium of the participating teams.
It's not what's going through their minds, it's what's going into their pockets. Don't forget, we have representation in UEFA and FIFA.It's not rocket science is it?
